DPP Orders Arrest of Isiolo Governor Guyo Over Kidnapping, Assault Allegations

The Director of Public Prosecutions (DPP) has instructed the Directorate of Criminal Investigations (DCI) to apprehend Isiolo Governor Ibrahim Abdi Hassan, popularly known as Abdi Guyo, together with seven associates, over alleged involvement in kidnapping and robbery with violence.

In a statement issued on Friday, the DPP confirmed that the directive followed a thorough review of an inquiry file first submitted by the DCI Kiyumbi office to the ODPP Machakos branch, before being referred to the Nairobi headquarters owing to its high public interest.

According to the prosecution, the incident occurred at Outbark Hotel in Maanzoni, Machakos County, where former Isiolo County Chief Officer of Health, Abdirahaman Mohamed, was meeting 15 MCAs aligned with Governor Guyo’s impeachment push.

It is alleged that Governor Guyo, accompanied by his supporters, stormed the venue and, under his instructions, physically assaulted Abdirahaman, seized his firearm, and forcefully bundled him into a waiting vehicle.

The group allegedly drove the victim to the Ruai Sewage area, where he was blindfolded, beaten, and later abandoned. During the attack, Abdirahaman reportedly lost a licensed Glock pistol with 15 rounds of ammunition, an iPhone 16, Ksh.70,000 in cash, and other personal items.

CCTV footage from the hotel allegedly captured the Governor at the scene alongside Abdullahi Jaldesa Banticah, Dade Boru, Abdirashid Ali Diba (alias Ngila), Abdinur Dima Jiilo, Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina.

The DPP has directed that all suspects be charged in court with kidnapping with intent to cause grievous harm and robbery with violence.
